A new Elway poll suggests voters may be open to Governor Jay Inslee’s proposals to start a capital gains tax and a carbon pollution charge. But the governor says, the legislature should enact the taxes without a public vote. In this video interview, Gov. Inslee also says he’s confident lawmakers will see the need to increase taxes, and he addresses his campaign statements in 2012 that making government more efficient and closing tax exemptions would be enough to avoid raising taxes.
